Meet the winner of the $1.3 billion Powerball jackpot

Saephan plans to divide the millions (after taxes) with his spouse and a friend, claiming that the win has transformed his life.

At the Oregon Lottery headquarters in Salem on Monday afternoon, Cheng "Charlie" Saephan issued a statement and responded to questions from the media on behalf of three winners.   

Saephan entered the lottery with his pal Laiza Chao in tow. According to Saephan, he and his wife, Duapen Saephan,   

will split his half. Chao is from Milwaukie, while the Saephans are from Portland.   

They are Oregon's first Powerball winners since a Salem man won $150.4 million in 2018.
